Bolivia: from bill to law, and what followed

The only country where a national law has regulated consented use of chlorine dioxide. This page collects the documents, the implementation and the public record after the law. Imagesupplied by the author are marked asuch.

1. The instrument

Ley N° 1351 of 14 October 2020, published in the Gaceta Oficial on 1 December 2020 (edition 1336NEC), regulates the preparation, commercialisation, supply, administration and consented use of the Solución de Dióxido de Cloro as prevention and treatment for COVID-19. Full citation and article-by-article summary in the legal registry.

Departmental instrument: Ley Departamental N° 193 of La Paz, 9 September 2020 — including its Article 6, which ordered a clinical study within 45 working days.

2. Implementation: production by the state medicines entity

In December 2020 the state medicines entity (EMI) announced it would certify production of chlorine dioxide under the law. That announcement is reported in the press; the certification documents themselves have not been located in a public repository.

3. Institutional reception

Note foreaders: the officer pictured was later involved in unrelated political events; this image documents an institutional invitation to a health conference, and nothing more.

3b. Academic reception

La Cátedra, institutional newspaper of the Universidad Mayor de San Andrés (UMSA), 23 March 2021: announcement of a conference athe Paraninfo Universitarion 26 March 2021, to be broadcast by TV Universidad. Image supplied by the author; thevent can be corroborated with the university. Caveat: a university invitation to speak is not a scientific endorsement, and this page does not present it as one.

4. Press record

Newspaper page of El Deber with an interview headlined in Spanish.
El Deber (Santa Cruz de la Sierra), Thursday 11 March 2021, section «Santa Cruz | Salud», page A10: interviewithe author, billed as «biofísico». Caveat: an interview is coverage, not evidence. It is recorded here because the press record matters in both directions — the same outlets that interviewed him also attacked him.

5. What followed: the questionobody has answered

Ley N° 1351 created a national population using the substance with consent, from December 2020. That makes a checkable question possible: were severe poisonings or deaths attributed to CDS in Boliviafter the law? Searches of news archives, PubMed and Bolivian official sources on 20 October 2026 found no such case. That is negativevidence, not proof absence — and the standing invitation to produce any documented case, with date, product, concentration andose, is published on the legal registry.

What this page does not claim. It does not claim that a law establishes efficacy: a parliament can permit what a trial has not proven. It does not claim the images above are independent documentation: they were supplied by the author and are labelled asuch. And it does not claim that the absence of reported harm provesafety — only that no case has been published, and that the record will be updated if one is.
